A temporary residence card is a document issued by the immigration management agency or an authorized agency of the Ministry of Foreign Affairs to foreigners who are allowed to reside in Vietnam for a specified period. It can also serve as a replacement for a visa.

To apply for a temporary residence card in Vietnam, foreigners must meet the following conditions:
- A passport with at least 13 months of remaining validity (If the passport has 13 months of validity left, the Immigration Department will issue a temporary residence card with a maximum validity of 12 months).
- Foreigners must complete the temporary residence registration process at the commune or ward police as per regulations.
The following individuals are not eligible for a temporary residence card in Vietnam:
- Currently under criminal investigation or serving as defendants in civil, economic, or labor disputes.
- Subject to an existing criminal sentence.
- Required to fulfill a civil or economic judgment.
- Required to comply with an administrative penalty, pay taxes, or fulfill other financial obligations.
